Islamorada is not one island; it is four, plus two protected out-islands with no permanent residents. The Village of Islands incorporated on November 4, 1997, combining Plantation Key, Windley Key, Upper Matecumbe Key and Lower Matecumbe Key under one government; before that date "Islamorada" referred only to the small town on Upper Matecumbe. The four keys run about nineteen miles along US-1, from mile marker 91 down to mile marker 72, and every one of them is reached by the same two-lane highway, which is the fact an underwriter starts from before ever looking at construction type.

Plantation Key

The northernmost of the four, and the most residential: established canal communities, Founders Park, and a quieter pace than the resort stretch to the south. Housing runs from canal-front cottages to bayfront estates on lots cut for boat access rather than open tide, and most of the stock sits on AE-zone canals rather than open-water VE. The elevation certificate is still the first document an underwriter asks for; a canal does not care whether the water came from a named storm or a king tide.

The most resort-flavored of the four, home to Theater of the Sea and the Holiday Isle stretch, with gated waterfront communities such as Anglers Reef built around Key West-style cottages and private marina slips. Upper Matecumbe Key

The original settlement and still the commercial center of the village: Cheeca Lodge, Bud N' Mary's Marina and Robbie's Marina sit here, along with most of the shops and restaurants. Luxury development here runs from mid-century canal homes to newer bayfront enclaves; almost all of it sits inside a mapped Special Flood Hazard Area.

Lower Matecumbe Key

The southernmost and least developed of the four, lower density than Upper Matecumbe with more open land and fewer canals cut through it. It bore the worst of the 1935 hurricane's death toll: the relief train sent to evacuate the WWI veterans working on the Overseas Highway was swept off the tracks near here. What the storm did in the Upper Keys, and what it changed in the underwriting.

Irma's eye came ashore at Cudjoe Key, in the Lower Keys, at 9:10 a.m. on September 10, 2017, as a Category 4 hurricane with 130 mph sustained winds, per the National Hurricane Center's tropical cyclone report. Islamorada sat well east of the eye, in the stronger right-front side of the storm as it moved up the island chain, and by FEMA's preliminary damage assessment roughly 25 percent of homes across the Florida Keys were destroyed and another 65 percent suffered major damage, a toll FEMA Administrator Brock Long summarized at the time as "basically every house in the Keys was impacted some way." The storm's record in Islamorada itself was specific and named. At Robbie's Marina on Upper Matecumbe Key, where visitors have fed tarpon off the docks for decades, Irma's wind took every dock; the pilings survived, which is the main reason the marina was able to reopen within about a month. At the Sea Breeze Mobile Home Park, roughly half of the community's 106 trailers were destroyed or knocked off their foundations; one longtime resident described the spot where his family's trailer had stood, twenty-five feet from the water, as nothing left but a bare concrete slab. Storm surge and elevated tides across the Middle and Upper Keys generally ran in the 4 to 6 foot range, and construction type decided the outcome close by: concrete block homes largely held, while manufactured and older frame construction took the worst of it.

The underwriting response since Irma has followed the same pattern seen elsewhere in Florida after a major storm, applied to a place where nearly every lot is already in a mapped flood zone. The elevation certificate moved to the front of the file. VE zones, where wave action is expected in a base flood event, are priced and sometimes declined separately from AE. Roof age, opening protection and the construction type documented on the wind mitigation report decide the carrier before the dwelling limit does, and an older manufactured or frame home faces a materially harder market than concrete block, regardless of finish quality or price.

None of the five carriers below treats a Monroe County address as routine, and none of them skip a step because the finishes are nice. All five ask for the same file before they quote it: a current elevation certificate, a wind mitigation inspection with roof permit dates, proof the home carries a primary NFIP flood policy, and the construction type. What actually changes from carrier to carrier is how each one weighs that file once it has it.

All of Florida is a flood zone; in Islamorada the question is not whether but which zone and how far above the base flood elevation the house sits. Monroe County contains AE, VE and X zones, and VE, the designation reserved for coastal areas expected to see wave action during a base flood, covers a larger share of the county than it does almost anywhere else in Florida. Look any Islamorada address up on the FEMA Flood Map Service Center before assuming anything about the lot.

The National Flood Insurance Program is the primary layer. Its residential limits are 250,000 dollars on the building and 100,000 on contents, a deductible on most Islamorada rebuild costs, not a solution. It stays anyway: the NFIP is taxpayer-backed and does not non-renew after a claim, while private flood carriers pay a loss and then decline the renewal. The elevation certificate prices both layers. A licensed surveyor records the finished floor elevation, lowest adjacent grade, equipment elevation and the base flood elevation for the lot; in Florida the work generally runs 400 to 700 dollars. A floor well above base flood elevation lowers the NFIP premium, and the excess carriers ask to see the certificate before they quote at all. Order it ahead of the renewal, not after a decline.

Islamorada also participates in FEMA's Community Rating System, the voluntary program that credits a community's floodplain management work with an across-the-board discount on every NFIP policy written inside it. The size of that discount depends on the village's current CRS class, which its Floodplain/CRS Coordinator's office reviews periodically, so confirm the current class and discount percentage at quote time rather than relying on a figure written down somewhere else.

In the Keys the dock is not decorative. It is how most of these households get on and off the property, and a boat lift or davit set is often worth more than the landscaping. Irma took docks the way a mainland storm takes fencing: whole structures gone, pilings sometimes left standing and sometimes not, the way Robbie's Marina lost every dock but kept its pilings and rebuilt in about a month.

Standard forms handle these structures badly. The usual exclusions and sublimits run to docks, piers, davits, lifts and seawalls as a class, typically a small percentage of the dwelling limit and often excluded from windstorm outright. A homeowner who assumes the dock is covered the same way the roof is finds out otherwise at claim time, not at renewal.

A private-client program schedules the dock, davit, lift and seawall to a stated value, subject to the hurricane deductible. Get a marine contractor's current estimate before the quote; the underwriter is going to want the structure's age and material anyway, and a scheduled value that matches reality moves the claim faster after the next storm.

When a private-client carrier declines, and why Citizens is usually not the answer.

Citizens is Florida's insurer of last resort, and for a high value Islamorada home it is mostly unavailable by statute. Florida Statute 627.351(6)(a)3 provides that a structure with a dwelling replacement cost of 700,000 dollars or more, or a condominium unit with combined dwelling and contents replacement cost of 700,000 or more, is not eligible for Citizens. The exception is a county where the Office of Insurance Regulation finds no reasonable degree of competition, where the line drops to a dwelling replacement cost under 1 million. For Islamorada properties that do fall under the cap, the same three rules that apply statewide still control. Citizens requires flood insurance as a condition of coverage under 627.351(6)(aa), phased in by dwelling value. Under 627.351(6)(c)5, a home is not eligible for Citizens if an authorized insurer offers comparable coverage at a premium not more than 20 percent above the Citizens premium. The depopulation program applies the same 20 percent test to takeout offers: a policyholder who receives one within 20 percent of the Citizens renewal is no longer eligible to stay.

When a private-client carrier declines a Keys risk, the next market is excess and surplus lines, at a higher rate with a larger hurricane deductible and tighter roof and elevation terms. The way back to admitted carriers: document the mitigation with permits and a current wind mitigation report, get the elevation certificate on file, and re-submit.

Florida Statute 627.0629 requires every residential property insurance rate filing to include actuarially reasonable discounts, credits or other rate differentials for fixtures and construction techniques demonstrated to reduce windstorm loss: roof strength, roof covering, roof deck attachment, roof-to-wall strength, opening protection, and the strength of windows, doors and skylights. The credits come off a wind mitigation inspection that documents the roof permit date, deck nailing, roof-to-wall connection, roof shape, secondary water resistance, and impact-rated glass or shutters on every opening. One unprotected opening drops the whole credit.

In the Keys, construction type is its own line item beyond what the statute covers, because Irma answered the question directly. Concrete block homes on the same streets as manufactured and older frame housing largely held through the storm, while the frame and manufactured stock took the worst of the damage. A carrier pricing an Islamorada home will ask for the construction type before the roof age, and a concrete block house with current wind mitigation credits is a materially easier file than the same square footage in frame.
